In 1917, the Roxana Petroleum Company, later Shell Oil, built the Wood River Refinery south of the village of Wood River.((Wood River Refinery History Museum, “February 2017 Issue of “100 Years at the Wood River Refinery,” Madison Historical, accessed January 26, 2018.)) The community that formed around the refinery was incorporated as the village of Roxana on April 7, 1921.((Flagg, James S., editor, Our 150 Years, 1812-1962. By 1930, the village of Roxana had a population of 1,139.((Fifteenth Census of the United States: 1930, Population Volume I (Washington: Government Printing Office, 1931), 303.)) As of the 2010 census, Roxana has a population of 1,542.((Illinois: 2010, Summary Population and Housing Characteristics, 2010 Census of Population and Housing (Washington: Bureau of the Census, 2012), 146.))
