In 1917, the Roxana Petroleum Company, later Shell Oil, built the Wood River Refinery south of the village of Wood River.1 The community that formed around the refinery was incorporated as the village of Roxana on April 7, 1921.4. By 1930, the village of Roxana had a population of 1,139.2 As of the 2010 census, Roxana has a population of 1,542.3
